Gir forest officials on Sunday caged three more lions of a pride that is suspected to have preyed on a teenage boy near Ambardi village of Dhari taluka in Amreli district two days ago. With this, all 13 lions of the pride have been caged following demands by locals as well as politicians after three people were killed by the big cats in Gir region in the last three months. According to locals, the pride dragged away Jayraj (14) when he was sleeping beside his father Madhu Solanki at their farm on Friday. The half-eaten body was found 500 m from the farm.

Following the incident, the forest department set up 12 cages and captured 10 members of the pride on Saturday, said T Karuppasamy, deputy conservator of forest (DCF) of Gir East. "Three more lions were caged in Ambardi on Sunday. We have now caged the entire pride. They have been sent to the animal care centre in Jasadhar for scat analysis," he told The Indian Express. Forest officers said that scat or excreta of lions generally carry traces of meat they consume. If traces of the boy's flesh are found in scat of any of the pride members, the lion may remain in the cage for a long time, they added.

The attack on Friday was the third in as many months in Dhari taluka. Forest officers suspect that one pride was involved in all three attacks.

After the Amreli incident, former minister Dilip Sanghani, who belongs to the area, wrote to state Forest Minister Mangubhai Patel, seeking killing of lions that attack humans. The sarpanches also wrote to the Dhari DCF seeking action.

While this is the first time that an entire pride has been enmeshed, experts blamed humans for the man-lion conflicts. "Around 40 per cent of lions are living outside the forest area, therefore such incidents may happen," said Govind Patel, former chief wildlife warden of Gujarat and former member of the National Board for Wildlife. Bhushan Pandya, member of the state wildlife board, said, "Their (lions) behaviour is not abnormal. If people take basic precautions like not sleeping in the open, such cases can be avoided."

AHMEDABAD: Ten out of a pride of 13 lions have been encaged in accordance with Gujarat government's orders after three people were killed by big cats in eastern Gir forests in the last two months.

"We have caught 10 lions so far. We are screening the area to trace the other big cats that are said to be members of the pride of 13 lions roaming in the area," Deputy Conservator of Forest (DCF), Dhari-East range of Gir Wildlife Sanctuary, T Karuppasamy said.

"Out of the 10 lions, four are male and six are female. Next, we would conduct pug mark identification exam and tests to find traces of human hair, bone and remains of clothes from their bodies to ascertain the man-eaters among those," he said.

"The man-eaters, once identified, would be sent to Sakkarbaug Zoo in Junagadh where such lions are kept, while the others would be relocated to a safer zone," the DCF said.

"An 11-year-old boy, identified as Jayesh Solanki, was attacked by Asiatic lioness in Dhari taluka. He was found dead in a mango orchard at Ambardi village of Amreli district on May 19," Karuppasamy said, adding, "there were pug marks of a lioness near the place from where the body was recovered. His father was also injured in his futile attempt of saving him."

"Before that incident, a 50-year-old woman, identified as Labhuben D Solanki and 60-year-old man, Jinabhai Makwana, were killed by Asiatic lions at Bharad and Ambardi villages respectively in the same district," he said.

The process of awarding compensation of Rs 2.25 lakh to the kin of the victims has been initiated. A case of accidental death has been registered by police in each of the incidents and further probe is on, the DCF said.

In the wake of rising incidence of the attacks, BJP leader from Amreli, Dileep Sanghani, has written to the state Forest and Environment Minister Mangubhai Patel, seeking killing of lions that attack humans outside the reserved forest area.

 


Man-lion conflicts are rare in and around Gir forests, said to be the last abode of Asiatic Lions, where as per the last census conducted in 2015, the count of the big cat stood at 523.

AHMEDABAD: The much awaited three-day leopard and sloth bear census will begin from Friday. The first round of the count will begin from Friday morning. Interestingly the forest department has used around 100 odd cameras to record the movement of sloth bear and leopard.

Officials in the forest department said "this year we have restricted the flow of volunteers and NGOs in Gir and nearby areas. Only local residents from Junagadh, Gir-Somnath and Amreli will be given the change to be a part of the leopard census in Gir Sanctuary and nearby areas. The decision to include locals was taken as those going from Ahmedabad, Vadodara and other parts of the state were more interested in their personal photography then the movement of the animal."

The officials said that of the 100 odd cameras which have been installed, 50 are in Gir sanctuary and around 10 cameras each are installed in sanctuaries of Jambughoda, Ratanmahal, Soolpaneshwar, Balaram-Ambaji and Jessore. The officials said apart from the camera trap the volunteers and forest officials will be keeping an eye on every movement of the animals.

Officials further said that the leopard census is divided into three categories, one would be in the sanctuaries, the second one would be in the protected area and third area will be in the revenue areas which included the outskirts of the cities where there were greenery or ravines.

 


The officials said the sloth bear census will be completely covered under the camera as the entire habitat of the sloth bear is covered with cameras.


Principal Chief Conservator of Forest (wildlife) JA Khan said that around 6000 odd forest official will be on the move for three days. Apart from the forest officials there would be former forest officials, volunteers and NGOs will be taking part in the census which will be conducted across the state.

 A four-year-old Asiatic lion, who had accidentally fallen into a 100 feet dry well in Jadakla village in Amreli district, was rescued and later released into the Gir forest, officials said on Sunday.

"Several women from the village last morning saw the lion chasing buffaloes in the farm of one Mayabai Ahir," Ram Kumar More, Range Forest officer (RFO) at Savarkundla, told PTI on Sunday.

"As the women screamed, the lion changed its route and accidentally fell into the well. After getting information, forest officials rushed to the spot and rescued it using a thick rope nearly after four hours," he said.

"Initially, a veterinary team entered the well to find out whether the lion has sustained any injuries. After, it was found that the animal did not suffer any injuries, he was pulled out," the officer said.

According to the officer, the forest officials did not tranquilise the lion for pulling him out from the well.

"The maximum temperature was over 43 degrees Celsius and hence it was not advisable to tranquilise him. After pulling out, the lion was kept under observation for eight hours and then released into the Gir forest last night," he added.

Ahmedabad: The 12-member lion translocation committee has directed the Wildlife Institute of India (WII) to revise the plan to move some Asiatic lions from Gujarat to Kuno Palpur in MP. The committee met in Delhi on Friday.

The committee, which was formed following the apex court judgement of April 2013, has told the WII to consider concerns and objections raised by Gujarat. The apex court had directed that some lions should be moved from Gir to Kuno Palpur based on the guidelines of the International Union for Conservation of Nature.

The last meeting of parties concerned had been held more than a year ago. On Friday, the meeting buzzed with claims and counterclaims. Gujarat's contentions were challenged by MP officials. Sources said that when Gujarat raised an objection about the prey base density in Kuno, MP officials countered by saying that a study had been carried out by WII experts who were part of the meeting.

 


After long discussions, the committee decided to meet again in June and will send the draft proposal prepared by Ravi Chellam and Y V Jhala - big cat experts and members of the committee - to the WII for revision.

Sources said that the member of the National Tiger Conservation Authority said that the presence of lions in Kuno would not impede tiger movement from Ranthambore. And MP officials said that lions would be given precedence over tigers.

 


However, the committee did not discuss possible lion-tiger conflicts. Sources said that MP asserted that Kuno was not the permanent home of tigers which used the area only as a transit point. But sources said that a tiger has been seen in Kuno for the past five years and other two others have been spotted frequently.

A month-old lion cub was found 

dead in Tulsishyam forest range in the eastern division of Gir forest and the post-mortem conducted later revealed that it succumbed to pneumonia, a forest official said. 

"The patrolling staff of the forest department found the cub at Dhari-Khambha yesterday and took it to a nearby veterinary hospital for a post-morterm," District Forest Officer at Amreli, C P Ranparia, said. 

"The post morterm report revealed that this 30-days-old female cub had died of pneumonia," he added.

The Gujarat Government is all set to introduce the modified land use policy for the Eco-Sensitive Zone (ESZ) around Gir sanctuary, following a recent interim order by the Gujarat High Court (HC) conditionally lifting the ban on non-agricultural work in the 10-km radius of the Saurashtra region that comprise Gir National Park, Gir Sanctuary, Paniya Sanctuary and Mitiyala Sanctuary. With the modified policy, non-agricultural development work will be possible in these regions with the permission of the Chief Wildlife Warden of Gujarat.

Government sources said that the modified policy was ready and it will be promulgated once the Model Code of Conduct (MCC) in the region due to the Talala assembly bypoll is over. Voting for Talala bypoll is due on May 16. Incidentally, a separate petition challenging the state government's authority to frame policy for the Eco-Sensitive Zone is pending before another bench of HC. In its order dated May 4, HC has allowed the state government to modify its policy for ESZ which will be subject to, among other things, the final outcome of the separate petition.

For ESZs, state governments have to send proposals of its sanctuaries and national parks to the Central Government, under the provisions of the Environment Protection Act. Till the ESZs for such sanctuaries and national parks are not notified by the Central Government, the area around 10-km of these sanctuaries and national parks are deemed to be ESZs and for any developmental work in it, a no-objection certificate from the Chief Wildlife Warden is mandatory, a government release issued on Tuesday said.

However, acting on a suo motu Public Interest Litigation (PIL) in 2014, HC had sought details of the various development works, permissions and encroachments in the ESZ of Amreli district from the Gujarat government. HC had also sought a policy for ESZ of Gir.

Subsequently, on July 1, 2015, the Gujarat government had produced its policy for the ESZs of Gir National Park, Gir Sanctuary, Paniya Sanctuary and Mitiyala Sanctuary before HC. However, the next day on July 2, HC had stayed any non-agricultural work in these regions.

During subsequent hearings of the PIL, the Gujarat government had represented various practical difficulties being faced by the people of the regions and sought to lift the ban on non-agricultural work there.

Following this, in its interim order on May 4, HC had suggested certain modifications to the policy.

In the same order, the court had permitted Gujarat government to promulgate its modified land use policy by issuing a Government Resolution. The court also ordered that after the promulgation of the modified policy, the HC ban imposed on July 2, 2015, would be lifted.

A senior officer in the government associated with the development said, "The new policy is being introduced soon. In fact, it's ready. But we cannot declare it due to the Model Code of Conduct in force in those regions due to the upcoming Talala by-election. Once the election is over, the policy will be declared."

The Gujarat High Court on Tuesday issued notices to the Central and state governments on a petition challenging the power of the state government to frame environment policy. The petitioner, a resort based in Gir forest area land of Asiatic lions, has contended that the policy pertaining to environmental law is a subject matter of Central government.

The division bench, led by Chief Justice R Subhash Reddy, issued notices to the state and Central government for their response by June 14 after summer vacation. The petition has been filed by Saavaj Resort through lawyer Hemang Shah.

According to Shah, rule-5 of section 3 of environment (protection) act states that the state government doesn't have power to make any policy. He said that in 2011 such guidelines were laid down by the authorities and therefore the government's proposed policy for the forest suffers from legal validity.

In July, 2015, the state government had submitted the draft of a uniform policy on commercial establishments in the Gir forest before the Gujarat High Court (HC) on a suo motu petition against illegal and haphazard constructions in and around the reserved forest areas. The new policy brought relief to existing units, mostly hotels and resorts which were facing legal action following the petition. The government has given big relief to the existing establishments inside the eco-sensitive zone from 0 km to 10 km who enjoy status quo, but those constructed without permission and clearances will be brought down. The draft policy is pending with the Central government for final approval. The suo motu petition is also pending with the High Court which is likely to be clubbed with this petition.

Ahmedabad: The Gujarat high court on Wednesday approved the state government's draft of eco-tourism policy for the Gir sanctuary, the last abode of the Asiatic lions.

The policy draft was submitted by the state government to the HC in October last year; the approval has been granted with a proviso. The court has prohibited construction and development activities within 200 metres of any river or water body in the eco-sensitive zone around Gir. The court had directed the government to place the policy draft before it for scrutiny, during the hearing of a suo motu PIL filed in 2014 against the encroachment by hospitality units in and around the Gir sanctuary.

The HC, however, has made it clear that the implementation of the tourism policy will depend on the outcome of the order of the division bench, before which Saavaj Resort, a Gir hotel, has challenged the state government's power to formulate such a policy.

According to additional advocate general Prakash Jani, the HC decision will prove to be great relief for 396 villages and nearly 5 lakh residents who live in this zone around the sanctuary. People can now go ahead with small constructions for residential and commercial purposes. However, for commercial constructions of hospitality units, especially of big hotels, which were sealed last year because the construction was unauthorized, the policy clearance does not augur well. The sealed constructions will remain illegal and if the policy is implemented, they will be removed.

Following the uproar from villagers and five legislators of the area, the state government relaxed certain norms in October last year. The government permitted non-polluting commercial activities within the 10 km periphery of the declared eco-sensitive zone near the prohibited area. According to the relaxed norms, the 1 km zone is now open for 10% construction for residential facility on revenue land. Earlier, only 5% of land could be used for construction.
